Is PEP authorized to work with MCPS?

Yes. PEP has a current memorandum of understanding (MOU) with MCPS.

Is the Preschool Education Program (also known as PEP) affiliated with the Parent Encouragement Program (PEP)?

No. They are two separate entities that happen to share the same acronym. The Parent Encouragement Program is a 501(c)3 nonprofit that has operated in Montgomery County since 1982. Learn more about us here.

Is there a fee or cost for schools to have their parents participate?

There is no fee or cost for schools to encourage their families to participate in PEP-FRP. The program is completely free to MCPS and families thanks to funding from the Maryland Consortium on Coordinated Community Supports, the State of Maryland, and other individual donors. Learn more about this grant and how it impacts MCPS.

How do I bring PEP-FRP to my school for an in-person program?

We are able to offer a limited number of in-person PEP-FRP programs for MCPS schools. The requirements for in-person classes include having available space to hold the program, the ability to register about 30-35 individuals, snacks/coffee, and access to a screen/smart board. If you do not think your school could meet these requirements, you can still promote the program to your parents to take the class online on the day of their choosing – or you can recommend a specific date encourage parents from your school to be in the same group.

Please reach out to us to start a discussion on this. Contact Mindy, PEP’s Associate Director at

Classes are kept to a maximum of 25 participants to encourage an interactive discussion among all participants.
Who are the facilitators of the groups?
The PEP-FRP programs are peer-led. All of our facilitators are parents or guardians and have trained with PEP to conduct the program. Our Spanish language and Amharic language groups are led by native speakers of each language.
